In short and in plain language
From 2027, the tax office will often no longer send your tax notice by letter. It will be in your ELSTER account instead. This applies if you file your return there yourself.
You get an email. The notice is not in the email. You have to log in to ELSTER and get it there.
On the fourth day, the notice counts as delivered. This is true even if you do not look at it. You then have one month to object.
Check three things now: Is the email address in your account right? Do you have a copy of your login file? Can you open a notice and save it?
Do you prefer letters? Then send a request in ELSTER. The request applies to all new notices from then on.
From the turn of the year, many households will no longer find their income tax assessment in the mailbox but as a PDF in Mein ELSTER, the online portal of the German tax authorities. The reason is an application rule in the Introductory Act to the Fiscal Code: Section 122a(1) sentence 2 AO applies to assessments issued after December 31, 2026 (Art. 97 § 28 EGAO). Anyone who files their own tax return through their ELSTER account will then usually have the assessment made available for download. The tax office sends an email that does not contain the assessment itself, and on the fourth day after release the assessment is deemed delivered, whether anyone has looked at it or not (Section 122a(4) AO). For people who rarely open their inbox, or whose certificate file sits on an old computer, that is the real change. This article explains what changes legally, how to check your login, notification address and certificate file before the turn of the year, how a download works, and when requesting paper is the better choice. It is not about the content of your tax return, but about the technology that makes sure the assessment reliably reaches you.
Key takeaways
- Assessments issued after December 31, 2026 on returns filed through your own ELSTER account will usually only be made available for download (Art. 97 § 28 EGAO, Section 122a AO).
- An assessment made available is deemed delivered on the fourth day after release, even without a download (Section 122a(4) AO); from then on, you have one month to file an objection (Section 355 AO).
- The notice goes to the email address stored in your ELSTER account and contains no assessment (ELSTER). Check the address and your spam folder, and add portal@elster.de as an allowed sender.
- A certificate file is valid for three years; the first reminder comes just under three months before it expires (Rhineland-Palatinate State Tax Office). A copy on a USB stick keeps access open if the computer fails.
- Practice the download once without a deadline: log in, open the inbox, save the PDF. ELSTER recommends also saving the document on your own computer (ELSTER).
- If you want to keep receiving paper, request postal delivery in Mein ELSTER; the request only applies to the future (Section 122a(2) AO). Not having consented in the past does not count as such a request (Federal Ministry of Finance).
What changes on January 1, 2027
The new version of Section 122a AO has already been in force since the start of this year: it applies to administrative acts issued after December 31, 2025 (Art. 97 § 28(2) EGAO). Its core, however, was postponed by one year. The sentence under which tax assessments on electronically filed returns are to be delivered by making them available for download only applies to administrative acts issued after December 31, 2026 (Art. 97 § 28(2) EGAO). So nothing changes during the current year: in 2026, assessments are only delivered electronically if the taxpayer has actively consented in their ELSTER user account beforehand; all others still come by mail (Federal Ministry of Finance).
From 2027, the relationship is reversed. Explicit consent is then no longer necessary, and the electronic assessment becomes the norm as long as no request for paper has been made (Federal Ministry of Finance). What matters is the route by which the return reached the tax office. Section 122a(1) sentence 2 AO names the case where the return was submitted by the taxpayer personally through a user account provided by the tax administration, and the case where it was submitted by a person with a power of attorney to receive documents, such as a tax adviser (Section 122a AO). For private households, the first case is the relevant one: anyone who fills in and sends their return in Mein ELSTER will usually receive a digital assessment from next year. According to the letter from the Federal Ministry of Finance, this applies regardless of when the return was filed, so it also covers a return submitted in 2026 whose assessment only arrives in the new year (Federal Ministry of Finance).
| Your situation | Assessment from 2027 | Legal basis |
|---|---|---|
| Return filed yourself via Mein ELSTER, no request made | usually made available for download, with an email notice | Section 122a(1) sentence 2 AO |
| Return via Mein ELSTER, request for postal delivery made | by mail | Section 122a(2) AO |
| No active ELSTER user account, return filed on paper | still by mail, no request needed | Federal Ministry of Finance |
| Tax adviser with an electronically submitted power of attorney to receive documents | usually made available to the authorized representative | Section 122a(1) sentence 2 AO; Federal Ministry of Finance |
| Married couple assessed jointly, one partner requests paper | by mail to the joint address | Federal Ministry of Finance |
The rule comes with limits. Section 122a(1) sentence 2 AO is a "should" provision: the tax office retains discretion, it is expressly not a legal entitlement, and paper may still be sent for technical or organizational reasons (Federal Ministry of Finance). In addition, electronic delivery is currently only possible nationwide, as a rule, for income tax, trade tax and corporate income tax (Federal Ministry of Finance). For a retired couple or a family, this means in practice: the income tax assessment is affected, including amended assessments and advance payment notices, which ELSTER also provides for income tax (ELSTER).
The digital route is not new; it is simply becoming the default. The tax administration's statistics show how fast it is growing: in 2024, ELSTER made 3.75 million assessments and other administrative acts available for download nationwide, and in 2025 the figure was 7.97 million (ELSTER statistics). From January to the end of September 2026, another 10.29 million were added (ELSTER statistics). At the same time, 53.47 million tax returns of all kinds were submitted electronically nationwide in 2025, from income tax to property tax returns (ELSTER statistics). Anyone who files their own income tax return via Mein ELSTER belongs to the group whose assessments fall under the new rule from 2027.
What still applies in 2026
Day 4 and the objection period
The new rules also change when an assessment counts as received. An administrative act made available for download is deemed delivered on the fourth day after it was made available (Section 122a(4) AO). ELSTER spells out the consequence clearly: this applies regardless of whether you actually download it (ELSTER). According to the Federal Ministry of Finance, the email sent on the day of release now only serves as a notice; it is no longer the point of reference for delivery (Federal Ministry of Finance). If it ends up in your spam folder, nothing shifts.
For paper assessments the calculation is similar: a letter sent within Germany is deemed delivered on the fourth day after it was posted (Section 122(2) AO). The difference lies in everyday life. You find a letter when you empty the mailbox, even if you are not expecting it. You only find an assessment made available online if you notice the email or log in to Mein ELSTER regularly anyway. In case of doubt, the authority has to prove when it made the assessment available (Section 122a(4) AO), but that is of little help if the assessment was simply overlooked.
From delivery, the objection period of one month runs (Section 355(1) AO). An example with dates from next year, as in the graphic above: if the tax office makes the assessment available on Monday, May 3, 2027, it is deemed delivered on Friday, May 7, 2027. The period for an objection then ends at the end of Monday, June 7, 2027. If the end of a period falls on a Saturday, Sunday or public holiday, it only ends at the end of the next working day (Section 108(3) AO). A back payment is tied to the same day: a final income tax payment is in principle due within one month of the tax assessment being delivered (Section 36(4) EStG).
The sequence in one sentence
Anyone who misses a statutory deadline through no fault of their own can apply for reinstatement, within one month of the obstacle ceasing to exist (Section 110 AO). The Federal Ministry of Finance expressly considers it possible in one specific case: when someone expected a paper assessment because they had made a request, but the assessment was made available electronically and therefore downloaded late (Federal Ministry of Finance). Whether an overlooked assessment counts as blameless in an individual case is for the tax office to decide. It is more reliable to set up the notice so that it arrives and gets read.
Check Mein ELSTER: login and notification address
The first step is to look into your own account while no assessment is waiting. Many households registered years ago, file their return once a year and have not looked at the settings since. So take your time to check whether the login still works, which email address is stored and how long the certificate file remains valid.
The notice goes to the email address stored in the ELSTER user account. It is sent unencrypted and, apart from the tax number, only contains a short description of the assessment, not the assessment itself (ELSTER). A change of address is only complete once you click the confirmation link in the confirmation email; until then the old address remains valid, and the new one is only displayed after you log in again (ELSTER). The Rhineland-Palatinate State Tax Office advises using an address you will have permanent access to, because a work address, for example, may change (Rhineland-Palatinate State Tax Office). In retirement this is an obvious case: the old company address is still in the account, but the mailbox behind it has long since been closed.
- Log in at elster.de with your usual login option and note whether it works without help.
- Under "Mein Benutzerkonto", look at the stored email address, change it if necessary and then click the confirmation link in the email.
- In the settings, check which processes are marked for email notifications; for each marked process, an email arrives as soon as a message reaches your inbox (ELSTER).
- In your own email program, add the Mein ELSTER address, portal@elster.de, as an allowed sender, as ELSTER recommends when spam filters cause problems (ELSTER).
- Check whether the same mailbox is set up on your phone or tablet and visibly flags new emails there.
- Read the creation date of the certificate file, which is part of the file name (Rhineland-Palatinate State Tax Office), and work out the expiry date from it.
With the change, your mailbox becomes the inbox for deadlines. How to protect it with a strong password and a second login step, and how to tidy it up so important messages do not get lost, is covered in our article Secure your email account.
Be careful with emails sent in ELSTER's name
No account yet?
If you file your return on paper and have no active ELSTER user account, you will still receive your assessment by mail in 2027, even without a request (Federal Ministry of Finance). If you want to start using ELSTER, you register as a private individual with your tax identification number, date of birth, email address and a user name (ELSTER). First you receive a 6-digit verification code that confirms your email address (ELSTER). With identity verification by letter, an activation ID follows by email and, separately, an activation code by post; delivery of the letter can take a few days (ELSTER). It is faster with your ID card: with the online ID function, the user account can be created on the same day (ELSTER). ID cards issued since mid-2017 have this function activated (Rhineland-Palatinate State Tax Office).
Back up the certificate file and renew it in time
Many private households log in with a certificate file, a file with the extension .pfx that opens access together with a password. The password protects the private key in the file and can be 10 to 128 characters long (ELSTER). Because a certificate file can be copied unnoticed, security depends on the password. If you suspect anything, change it after logging in under "Mein Benutzerkonto"; a new certificate file is then issued and the old one automatically becomes invalid (ELSTER). A password manager stores the long password without it ending up on a sticky note on the screen.
The file is first saved in the "Downloads" folder. The Rhineland-Palatinate State Tax Office recommends moving it to another folder and also storing it on a separate medium such as a USB stick, so that access is preserved if there is a problem with the computer (Rhineland-Palatinate State Tax Office). ELSTER itself asks you to only save the file and not to open or import it on the computer (ELSTER). What a complete household backup can look like is described on our page on data backup.
A certificate file expires after three years. When you renew it, you create a new file without new activation data being sent, and it is again valid for three years (Rhineland-Palatinate State Tax Office). Just under three months, that is 90 days, before expiry an email reminder arrives; it is repeated 40 days and 2 days before expiry if the file has not been renewed by then (Rhineland-Palatinate State Tax Office). After renewal, only the new file works. The old one should be deleted so there is no mix-up at the next login (Rhineland-Palatinate State Tax Office), and the copy on the USB stick has to be replaced as well. If the file has already expired, it can no longer be renewed; access then has to be renewed with new activation data (Rhineland-Palatinate State Tax Office).
Certificate file
A file with the extension .pfx plus a password of 10 to 128 characters (ELSTER). It expires after three years and needs a backup copy, for example on a USB stick.
ElsterSecure app
Log in by scanning a QR code in the browser, confirmed with screen lock, face recognition or fingerprint. ELSTER recommends the app during registration as a key to your account (ELSTER).
ID card
Online ID function with the card PIN, the AusweisApp and an NFC-capable smartphone or card reader. ID cards issued since mid-2017 have the function activated (Rhineland-Palatinate State Tax Office).
Which option suits you depends on the devices in your household. If you mainly work at a computer, a certificate file with a backup copy and a noted expiry date serves you well. If you use your smartphone with a screen lock anyway, the app works without a file. With every option, the device change matters: anyone replacing a phone or computer should first work out how access moves to the new device. How to move data without losses is shown on our page on data transfer.
Practice the first download
A download goes smoothly once you have done it without a deadline looming. After a notice, Mein ELSTER automatically points you to the pickup right after login; the documents are then stored as PDFs in the Mein ELSTER inbox (ELSTER). The digital assessment is legally binding and has the same layout as the paper assessment (ELSTER). It should not be confused with the "Abholung von Bescheiddaten" service: that only supplies key figures and values for comparison with your return and has no legally binding effect (ELSTER).
- Log in at elster.de without following a link from an email.
- Open "Mein Posteingang" (my inbox) and see which messages are already there.
- Under "Übermittelte Formulare" (submitted forms), open your last return to get used to the menus.
- Save a PDF in a fixed folder, such as "Tax 2026", with a file name that states the year and type of document.
- Check whether this folder is included in your regular backup, for example on an external hard drive.
- Log out and write down the steps in your own words on a note next to the computer.
ELSTER recommends also saving the document on your own computer (ELSTER). How to set up folders and file names so that an assessment can still be found years later is shown in our article Digitize your paperwork. If the assessment needs to be combined with other documents or sent to an advice center, the article Fill in, sign and merge PDF files helps.
For blind and visually impaired people, Mein ELSTER offers an accessible duplicate of the income tax assessment. To use it, you tick a box in the general settings; after the download, a button appears in the inbox that lets you request the duplicate. Producing it can take two to four weeks because the assessment has to be prepared separately (ELSTER). Until then, magnification and read-aloud functions on your own device help; how to switch them on is shown in our article on phone accessibility settings.
Paper on request: when it makes sense
The digital route is not mandatory. If you want to keep receiving letters, request one-off or permanent postal delivery (Section 122a(2) AO). The request, like a later withdrawal, only applies to the future and only takes effect once it reaches the tax office (Section 122a(2) AO). The Federal Ministry of Finance names the ELSTER portal as the route for such requests; what matters is that the request is on file at the time of release (Federal Ministry of Finance). In Mein ELSTER, you request permanent postal delivery in your user account; the account is then blocked for electronic delivery (ELSTER).
The request applies uniformly to all assessments under the same tax number (Federal Ministry of Finance). For married couples assessed jointly, it is enough if one of them makes the request: the assessment then goes by mail to the joint address (Federal Ministry of Finance). If you change your mind shortly before an expected assessment, be aware that the request and the release can overlap in time; the rules for the form in which the assessment actually arrived then apply (Federal Ministry of Finance). The decision therefore belongs in the fall, not in the week the assessment is expected.
Who might be better off with paper
When relatives help out
In many families, children or grandchildren look after their parents' technology. That fits well with the change, as long as roles stay clear. The certificate obtained during registration replaces your personal signature (Rhineland-Palatinate State Tax Office); the file and password therefore belong in the hands of the person who owns the account. Technically, a fair amount can still be shared. A forwarding rule in your own mailbox can also send the notice to a trusted person, and a shared calendar entry can remind you of the certificate file's expiry date. Apart from the tax number and a short description, the notice contains no further personal data (ELSTER).
Help with the content is a different matter. Assistance in tax matters may only be provided on a business basis by persons and associations authorized to do so, and that expressly includes unpaid activities (Section 2 StBerG). Anyone who helps people other than relatives within the meaning of Section 15 AO free of charge but on a business basis must ensure that the help is provided by a qualified person named in the law, such as a tax adviser, or under their guidance; this duty does not apply to help for relatives (Section 6 StBerG). Wage tax assistance associations may help their members with, among other things, income from employment and recurring payments under Section 22 no. 1 EStG. They may not do so if the member earns income from agriculture and forestry, from a trade or business or from self-employment, or makes sales subject to VAT, unless the underlying receipts are fully tax-exempt under certain provisions of the Income Tax Act (Section 4 StBerG). How to organize support when your parents live further away is described in our article Helping parents with tech from a distance.
Checklist for the end of the year
- Login to Mein ELSTER tested and the login option noted down
- Email address in the user account checked; after a change, the confirmation link clicked
- portal@elster.de added as an allowed sender, spam folder checked
- Certificate file moved from "Downloads" to a fixed folder and backed up on a USB stick
- Expiry date of the certificate file and the renewal date entered in the calendar
- Download practiced once, a folder for assessments created and included in the backup
- Decided whether the assessment should come digitally or by mail, and for paper, the request made in Mein ELSTER
If you work through these points in November and December, you will start the new year with a login that works, an address that gets read and a routine you have practiced. The graphic above sums up the four most important ticks; the list above is the detailed version to tick off at the computer.
How Technik daheim helps with the setup
We come to your home in the Hildesheim area and the Leine valley and go through the technology around Mein ELSTER together with you: testing the login, checking and confirming the email address in the account, setting up spam filters and alerts on phone and computer, backing up the certificate file and entering the renewal date in the calendar. We then practice the download on your device and create a folder for assessments that is included in your data backup. If you would rather stay with paper, we show you where to click; you make the request yourself.
What we expressly do not do: fill in your tax return, check an assessment or advise whether an objection is worthwhile. That is assistance in tax matters and belongs with a tax adviser, a wage tax assistance association or the tax office (Section 2 StBerG). Our work ends with the technology. You can find all our services for older people under Tech help for seniors and further topics under Services. If you would like to learn to use the computer at your own pace, we offer computer courses on your own device at home. Whether the labor costs of such a visit can be taken into account for tax purposes is explained in our article Home tech help and your tax return; you can book a visit via our contact page.
